DVC News:
5-10 will be hosting a course entitled "Introduction to Radar" to be taught by a professor from SUNY Maritime. The entire division will be invited. The cost of the course will be $75 for Auxiliarists, $200 for General Public. More details and sign-ups to follow. I think this will be a big hit with our members and I hope you all sign-up.
Please note that we are paying a person to come in and teach this course which is why we're charging.

Our website is up running and looks great. So far between the new website, Constant Contact, Smarttix, and this forum the "technology side of the flotilla is working fine. I consider this a small miracle..... : )

I want to start by thanking all of you who participated so far in the Adopt a Cutter program. Many of the ships are only now getting back to port. With that being said we did make an impact on the morale of the responding units. I should be able to share some thank you letters at the next meeting.
Our goal of having the diversity and sexual harassment training done by the end of the quarter has been frustrated due to late delivery of materials. SO-MA has only just gotten the DVDs and will be distributing. If this can be done before the April meeting that would be just great. Remember attendance has to be entered in AUXDATA. Work with the IS chain to insure this happens.
Thank you to 5-3 for putting together a swim test. I hope each flotilla will make known their operational training opportunities.
On 12 February I met with the CO of Station New York to ask what he needs for the upcoming operational season. As usual they will be busy and they are counting on us for some help.
Once more we will be asked to provide cooks, cleanup and setup crews for the Wounded Warrior Weekend on 15 May 2010. Last year VFC 5-10 was such a productive chef the FS1 could actually enjoy himself. We were a huge help. Participation last year from Div 5 last year was mostly limited to 5-10 and 5-11. This year it would be great if we can get more people from other flotillas. This event gives seriously wounded service members and their families a break from Walter Reed Hospital. They will appreciate your participation. Station will have an additional open house on 22 May that will need Auxiliary support as well.
We are also asked to provide material and personnel support for Fleet Week/National Safe Boating Week from 21-28 May. Station will be operating in surge mode. Our qualified watch standers are asked to stand as many watches as possible to allow for qualified crew to go underway. The weekend barbecues that insured crews being relieved and going underway got a hot meal last year were very much appreciated. Let’s do it again.
And as always new watch standers are needed. We have three qualified people in this job. It would be nice to have a few more. I also distributed the forms from the XO earlier for the Station job bank. Station has many needs that can be met by Auxiliarists. Let’s see if we can get some interest going.
CWO Tucker is retiring on 07 May. Mr. Tucker is an effective leader who did an awesome job at Station New York. He is also a good friend of the Auxiliary who bears much of the responsibility for our success there. Under his direction we got four watch standers through training and were able to provide direct operational support for in excess of 20% of the UN General Assembly surge period. We could not have been so effective without his support.
Flotilla 5-11 had there meeting February 14 2010 at the Inwood Hill Park Nature Center
Adopt a Cutter program has started out as a success. 5-11 has adopted the Tahoma.
We along with 5-10 packed and shipped the supplies to our Cutters February 6 and the Cutters received the supplies on the following Wednesday. We received donations from some of our members and these donations will be used to buy supplies for the Adopt a Cutter Program, MWR and Coast Guard Foundation
Hopefully weather permitting we will be able to start our land mobile patrols starting in March.
I met with the Inwood Hill Park Rangers and they want us to help train them in water safety and work with their events that involve water issues. It was a productive meeting and I look forward working with them. It should be noted that the Parks Department has a large part of their parks on the water front in New York. There are plenty of opportunities for the flotillas to work these areas.
Our next flotilla meeting will be Sunday March 28 at 1 PM at Inwood Hill Park. As usual

Thanks to DCDR Gallagher, FC Kiernan, and FVC Strauss for collaborating with me on a fabulously executed Adopt-A-Cutter send-off. USCGC Mohawk and USCGC Tahoma received our tribute (the former from my flotilla; the latter from John Kiernan’s). SO-PA William C. Winslow and my FSO-PA Craig Kayaian will be doing media releases on the event.
Compliments to my flotilla learned colleagues who spearheaded a record attendance AUXNAV program, including my FSO-PE Drew Wilkins, FSO-MT Rich Turrin, FSO-FN Bill Lipscomb, FSO-NS Wes Freeburg, and FSO-PA Craig Kayaian. Plans for upcoming curricula of AUXOP and other valuable courses, including, but not limited to, Radar -- the first of its kind being offered – thanks to Rich Turrin and Bill Lipscomb who have reached out to USCGCAPT Ernest Fink (Ret.) for professorial resources.
Encouragement was extended to my flotilla members who stepped up to Bill Lipscomb’s plate in volunteering for VE (Vessel Examination) and PV (Program Visitor) qualification and service.
Legislative agenda moving forward at an impressive pace. Me and my legal team, FSO-CM Andrew Glikin-Gusinsky and FSO-OP Alden Rothe are helping me draft proposed legislation to allow for tax breaks for dedicated Auxiliarists, as well as job security legislation.
My policy of one hundred percent time recordation, in concert with FSO-IS Drew Wilkins, has already borne fruit, as our member hours for January and February 2010 have increased notably from prior periods. This, I explained to my membership, will help the Coast Guard receive badly needed, increased, federal funding for its critical military, law enforcement, and life and property preservation missions.
We have timely filed our annual Financial Report. I thank FSO-FN Bill Lipscomb for assisting me in this requirement.
We photographed and fingerprinted new and renewal members at my last meeting. I encouraged my membership to attend the upcoming District Awards Conference. I urged my membership to get through the FEMA ICS course regimen, prior to fair sailing weather, when Boat Crew training will be upon us. We are planning an ABS course.
As for Operations, I have been working with our colleague, SO-FN Russ Fayer, to ensure time recordation accuracy in AUXDATA for 2009. Moreover, I will be working with our colleague, George Engel, toward re-inspection of his surface facility.
SO-VE
1) Reporting bugs in Auxofficer are creating problems for managing VE resources. I have reported the details to SO-IS and ADSO-VE
2) Momentum is building re increasing VE members and VSC. Flottila participation is as follows
a. 5-2: Far and away they lead the division last year by performing 152 VSC. 2 members currently qualified as VE. I have yet to hear from them at all regarding this year plans or efforts.
b. 5-3: Making a concerted effort to increase the VE Staff. They have plans to hold a VE training workshop. We are awaiting confirmation on the date. 2 Qualified VE. Last year they performed 31 VSC
c. 5-4: An active and vital part of Division 5 Team VE with 6 qualified members. FSO-VS has offered to join the ‘VSC calendar committee’ and they are making a concerted effort to qualify new VE. Last year the flotilla performed 92 VSCs.
d. 5-10: Has zero qualified VEs but is making efforts to qualify members. Last year they didn’t perform any VSC. They have identified 2 key locations in their direct area and will assist at other locations as needed.
e. 5-11 - Has identified 3key locations for VSC . May have 3 qualified VE or Maybe only 1. The unclarity is due to auxdata issues. 2 additional members are n the pipeline to become certified. Last year they conducted 7 VSCs. I am hoping they can double that number this year
3) I have set a goal for the division to increase the quantity of VSC performed by year’s end by at least 25%. We will need help from active VE to meet that goal. Please pool your membership and identify currently qualified VE who are interested in helping train new members and supervisor their VE quals. Reminder prospective VE Trainee must perform 5 vessel exams (recreation VSC or Facility checks) with a qualified VE. Only one trainee can get trainee credit per exam and the qualified VE gets the official credit for the VSC or exam.
4) Work on Division wide VSC calendar continues. But I really need help. I am awaiting specific key locations to be included in the calendar from flotillas 5-2,5-3,5-4. Please compile a short list of key VSC locations and send to me by week’s end.
5) I would like to offer prizes (perhaps starbucks or Amex gift cards) this year for members who help us increase our numbers. I would like the Division to allocate $200 for the purchase of these gift cards. I need a voting member to make a motion to allocate these funds for VE prizes. Categories I am considering are prizes for are:
a. The division member who performs the most VSC in the Division by May 31
b. The FSO-VE whose flotilla recruits and certifies the most new VEs by May 31
c. The FSO-VE whose flotilla increases their YTD VSC by the largest percent June 31
d. Flotilla member who has performed the most VSC in each flotilla by July 15.

FC 05-03 Monthly Division Report - March 2010
Our February Meeting was a working meeting to discuss the following:
As the CG asks that there be a special emphasis on VSCE push, 05-03 will promote a strong VSCE Outreach Program for Spring boating season.
FSO-FN Timothy Polgar has been authorized to pay for the Change of Watch donation to Division 5, as well as, yearly dues for our Flotilla.
Adopt a Cutter Program
FSO Reardon took charge of the project and has done an outstanding job in obtaining supplies for our "adopted cutter," USCGC Forward. Tony Reardon did an outstanding job in securing the products donated and shipping them out to the Forward.
A Boat Crew Swim Test is scheduled for March 3rd (in Manhattan) for all members interested in qualifying for Boat Crew Operations. Auxiliarists should register by email with Operations Officer George Engel or FC M* with their Emplid #. (Any who cannot register in time by email may still come and register on site at 6:30 --> Bring your Emplid #).

A password has been requested via the Chain of Leadership and Management for FSO-IS George Engel to begin his work as FSO-IS, inputting and maintaining Auxdata information. No reply has been received.
FC M* has been re-certified as Vessel Safety Check Examiner.
Our next meeting will be on March 15th, 2010, MIO 1900. All are welcome.

National Safe Boating Week has officially been launched at the national level. See news release #1 below.
There is a ton of free stuff, posters, giveaways and the like. You can use some of this stuff all year around, such as visits to marinas and wherever you interact with the public.

Proclaiming National Safe Boating Week

The first National Safe Boating Week Proclamation was signed by
President Dwight Eisenhower in 1958, specifying the week including
July 4th as National Safe Boating Week. In 1995, the date was
changed to the seven day period immediately prior to Memorial Day.
This year NSBW will be celebrated May 22-28.
Thirty to 45 days before the annual event, contact your governor,
mayor or other dignitaries to request them to sign a National Safe
Boating Week Proclamation. Follow up with a letter or phone call to the
politician’s staff as a reminder. Ideally, the Proclamation should be
presented during the week of May 22-28.
The National Safe Boating Council is offering us a sample NSBW Proclamation to download
from their campaign website: www.safeboatingcampaign.com. Go to the “Communications”
category on the “Site Index” and click on “Proclamation”. Adapt the document to fit the needs
of your particular community. Request the elected official to fill in the blank and sign it. In the
Proclaimation, stress the importance of taking a boating safety class, getting a vessel safety
check and above all, wearing a life jacket when aboard.
Remember to post your PA events and planned NSBW activities on the campaign website.
Also, please send me your brief write-ups and photos of your NSBW events by June 10th, at
harrietlhoward@speakeasy.net . They may be considered by the editor of the Navigator for
inclusion in the NSBW issue. Be a star in the Auxiliary firmament.

In conjunction with the University of Mary Washington, the American Canoe Association (ACA) has begun to publish paddlesport safety materials in Spanish. Flotilla 0510 continues to be "on fire" with Public Education efforts, including a record (44 registrants) NAV course (BCN-ACN). Forthcoming offerings will include: AuxPATrols; GPS for Mariners; and a special Radar course in conjunction with SUNY Maritime;
Flotilla 0511 is running a standard Boating Safety course (ABC). No reports received from 0503 or 0504 with respect to PE.
