Let’s get started on one of this District’s most important activities.
Small Boat Course for Local Law Enforcement (SBCLLE)
For those members who haven’t heard about this course, the SBCLLE was developed by Wayne Spivak of Div 13. He has been since its creation the Chief Instructor and Program Director. The SBCLLE was initially developed for the NY &NJ Port Authority Police Department (PAPD) Marine Unit, although there has been interest from other law enforcement departments and other Auxiliary Districts in the course.
The PAPD are mandated by the FAA as responders should an aircraft land in the waters surrounding either LaGuardia or JFK airports.
We are seeking more instructors. Potential instructors need to be either an a) Instructor, b) Boat Crew or c) Coxswain. During the classroom portion, only an Auxiliary Instructor may teach, but on-the-water anyone who has the aforementioned qualification may teach on the PAPD vessel(s).
If you would like to participate in our 7th year teaching the PAPD, I would like to hear from you. Please contact me ASAP.
You may choose to participate in the AM, or afternoon for the classroom sessions, and can work one or more days. For on-the-water days, you must commit to the entire day, and we go out in all weather except T-Storms.

Sometime in March 2010 we will have a briefing in about the SBCLLE. If you want to be one of the instructors, you must attend this meeting. At this meeting we will clarify the course so that each instructor, whether teaching shore side or on-the-water applies the same standards. We will go over the dos and don’ts, as well as explain how you get to the individual PAPD facilities (which can be a bit tricky). The PAPD provides the Official Coxswain; he/she is in charge of the vessel.
As previously mentioned this course has been so successful that other government agencies have started inquiring about us running courses for them or about sending students to the PAPD course. It’s a wonderful experience and every Auxiliarist who has participated has walked away knowing that they have contributed to not only the public’s safety but their families safety as well.

1) I have reached out to DSO-VE and introduced myself to open communication and requested the following stats about or VE program.
a. I would like the following stats for the Division 5 1SR broken down annually for the past 3 or 5 calendar years
i. Number of quailed VE members
ii. Number of Vessel Exams performed in 2009 with breakdown of
1. Vessels Passed
2. Vessels Failed
2) After reviewing the above I will set goals for the division or Calendar year 2010 and look to the Flotillas to help us achieve those goals.
3) I plan on creating and publishing s division wide VE Calendar of where and when we will be performing ‘scheduled’ Vessel Examination sessions. I will need the help of FC and FSC-VE to compile this information and assure that we have an active VE Program.
4) GOAL: To create a division wide training calendar with the goal of holding VE workshops once per quarter to train VE members within our division.
5) GOAL: To publish a public calendar of Vessel Exam sessions advertising dates/times and Locations for ‘drop in’ Vessel exams during the boating season.
6) I need from each FC the names and contact information for the FSO-VE for each flotilla.
7) I will be reaching out to the FC’s and FSO-VE to introduce myself and open communication

1) The annual District Awards Conference will take place from 19 March to 21 March in Mystic, Connecticut. Rooms are currently available at the government rate at the Mystic Marriott. There is a chance some members might be able to participate on reimbursable orders but this has not been finalized.
Mr. Howell, as the outgoing DCDR, is finalizing his nominations to District for Flotilla of the Year, Auxiliarist of the Year and New Auxiliarist of the Year.
A special edition of Over the Bow on this conference is forthcoming.
2) Volunteers are needed to support Auxiliary activities at the New York Boat Show from 20-24 January. Volunteers are especially needed on the weekdays. Unfortunately the only acceptable uniform for participation is Service Dress Blue Bravo.
3) Fleet Week is scheduled for May 26. In addition to the normal district wide activities here in Division we’ll need to prepare to support Station New York for the surge.
4) In response to boating fatalities that were caused by discrepancies in ATONS the Coast Guard in the First District is greatly increasing the role of the Auxiliary in Navigation Services. We will be especially critical in the area of PATONS.
5) There will be an NSAR competition on 04-05 June. All divisions are encouraged to participate by forming teams. Given the number of coxswains and crew in our division it is strongly encouraged that we compete. My suggestion is that we form multiple teams of three for training and preliminary competition.
6) Mandatory workshops in TCT, diversity and sexual harassment need to be held this year. Every flotilla will need to hold the diversity and sexual harassment workshops and all crew and coxswains must attend a TCT refresher. Participation needs to be logged into AUXDATA. The new ADSO for Diversity, David Porter, will need attendance data on the diversity and sexual harassment workshops.
7) There will be at least two tabletop exercises this year. Divisional participation is strongly encouraged.
8) As of 31 December 2012 Working Blue uniforms are no longer authorized. Members are also reminded not to wear uniform items when not performing duty.
9) LORAN-C will no longer be usable as of 08 February 2010.
10) 31 March 2010 is the deadline for all coxswains to have ICS210 completed. Courses are being offered throughout the area. If you need a course Donna Cole is the POC.
11) A reminder that all members with operational qualification need to have the ICS courses to maintain currency.
12) There is a brand new 7029 form. “99” hours are broken up to better define the missions. The form is available on the Auxiliary forms site.
13) West Marine can no longer honor tax exempt purchases for the Auxiliary due to misuse.
14) Finance reports are due to District on 15 February 2010.

Dear Colleagues:
I am proud to file my first report as our division's newly appointed SO-OP, and as the newly elected FC for Flotilla 5-10, the "NY Harbor Flotilla." Because this system, alas, will not absorb the length of my full, actual, written report, I will be sending my full, actual, written report to our new SO-SR, Monique Mulcare, for mass distribution to you all. Monique -- please attend to this. I am, frankly, disappointed in this mode of reporting, as it cannot encompass my complete substantive message to our bridge and staff, which must now be sent to Ms. Mulcare for distribution. I hope she can attend to it. If not, I will attempt to do a mass email to you all, as we have all done in the past quite effectively.
The topic headings of my mass report, which, I trust, Ms. Mulcare will distribute, are this:
1. My consultation with DSO-OP George Reilly at yesterday's District meeting at Sector NY.
2. My commitment to all of you, to diligently prosecute and advocate your operations orders and reimbursement applications.
3. My flotilla's upcoming AUXNAV program.
4. Tomorrow night's fingerprinting/photography session. Thank you FC Morningstar and SO-PS Stone for your your gracious and dedicated assistance tomorrow night in that important regard.
5. My heartfelt thanks to DVCDR Turrin, as my flotilla command predecessor, for all his contributions, and to FVC Strauss for all his contributions.
6. My flotilla member, Andrew Glikin-Gusinsky, and I relieved active duty Guardsmen on Christmas Eve at STANY for Radio Watch Standing service.
7. Two of my members are off to C-School for IS and PA.
8. I am considering FSO appointments, to be reported at next month's meeting.

Our next Flotilla meeting will be Sunday January 17 1300 at Inwood Hill Park, We will begin disenrollment of members who failed to pay dues. Nothing else to report . Cannot make meeting tonight.
MATERIALS REPORT DEC-JAN
1. The division has a decent supply of various Auxiliary pamphlets, including MDA.
2. As you know, in 2009 ADM Allen awarded the entire Auxiliary the CG Unit Commendation. The ribbon for this award is available for purchase at ShopAuxiliary.com for $0.70 each.
3. Although I am happy to assist flotillas with materials questions and issues, I encourage FCs to make sure that the office of FSO-MA is filled and to have your officers contact me if they need guidance.

I am putting together CPR/AED classes for the coming year. I am hoping there will be enough interest to conduct at least 1 class per month at different, convenient locations. All interested should contact me.
A class is scheduled for Sun., Jan. 17 at the Turner Club Bronx. There are a couple of spots still available.
Flt 05-03 Monthly Report
Flt. 05-03 held its final meeting of the year on December 21st, 2009.
Awards were given to thank outgoing Vice Commander Tony Reardon who had served for 5 years straight as both FC and VFC. Interpreter awards and ribbons were present to George Engel, Eric Francke, Jamela Rivera and Sergio Romero.
A book of spectacular NASA space photos (shot by Apollo Astronauts) was presented on behalf of Flt. 05-03 by FC M* to VFC Tony Reardon. This was followed by a lecture on lunar astronomy and celestial navigation by FC M*. A Christmas/Winter Solstice Party was enjoyed by all after the meeting. Several guest attended, including D-CDR John Gallagher.
Regrettably, 10 members were disenrolled before end of year, 3 of them at member's requests for Retired Status and 7 others for non-payment of dues.
IPFC George Engel, IPVFC Tony Reardon and I plan to a Boat Crew Training Class beginning in February. We are also planning to conduct a Boat Crew Swim Test at the Columbia Condominium Pool (96th Street & Broadway) in late February or March.

First Report for January 2010
Will request names and email addresses of all flotilla AN officers for 2010.
D 5 has 35 Bridges in its AOR I plan on setting up land based Bridge Verfier Group to do verifications of bridges from cars, bicycles, on foot. All that is needed is a camera. I will visit the respective flotillas to recruit and get this program off the ground. Last year 86 percent of the bridges in D5 were verified and photographed this year we will shoot for 100%.
As the boating season gets closer I will set up an ATON verifier class and prepare ATON Verifier kits for all operational coxswains as part of Multi-mission patrols

I'd be glad to give anyone in need of AuxInfo training a short class -- just let me know.
Can each of the flotilla's provide me with the name of your FSO-IS -- its extremely important to have a well run IS function at the flotilla level... the whole organization runs off the Auxdata so let's be #1 in the District with our reporting 100% of the members reporting hours each month.... no the sun didn't get to me. It’s a goal.
I'll take reports as to Flotilla FC,VFC, and FSO assignments so that they can be entered into the system.
